Cover with hot water, then soak for five to ten minutes.
Pour the drained liquid into a blender.
Add half a cup of water, lemon juice, vinegar, and salt; blend until creamy, pausing occasionally to scrape down the sides.
Add chives and stir.
Serve right away or wait until it has chilled in the fridge.
