In a small bowl, mix the salt, baking soda, and flour.
A 9×9-inch baking dish should be greased and floured.
In a saucepan, mix the butter and sugar water.
Until the sugar has dissolved and the butter has melted, cook and stir the mixture over medium heat.
Take the pot off the heat, then stir in the vanilla extract and one bag of chocolate chips until the chocolate has melted.
Pour the mixture into a mixing bowl, then beat in each egg until well combined.
After fully incorporating it, fold in the remaining bag of chocolate chips, the walnuts, and the flour mixture.
